The board would like to announce that we have changed our monthly meeting from the second Thursday of the month at 7pm to the third Thursday of the month at 7pm.  This change is to better accommodate board members' schedules.  

Our next meeting will be Thursday, March 21, 2024. A reminder and agenda will be sent out before the meeting.

Special Meeting Announcement

 

Dear Neighbors,

After careful consideration and discussions over the past two years, the KHHA board has come to the conclusion that the association needs to increase our annual assessment (annual dues).  The only significant expenditure of the association is the maintenance and snow plowing of our roads. If we do not increase association income, the quality of our roads will decline.

Because of the Covid-19 restrictions, we cannot meet in person, so essentially, we will all vote by proxy. The board has set a date for a special meeting for:

Thursday June 17th, 7:00 pm

One week before the meeting, and again on the day of, you will receive a link that can be used to join the meeting virtually. 

At this meeting the secretary will count the votes and the results will be verified and announced. 

Please note:  As of this morning we have mailed (via USPS) the printed announcement of the special meeting, self addressed return envelope, and your paper ballot.

The board will review and approve the notes from January’s meeting.

Treasurer’s Report

Discussion to include the invoices received from WFD#1 on December 31, 2020.  These invoices were as follows:  the grading and additional material added to North Road in July of 2020 (previously approved by the board),  grading of North Road and additional material added in September of 2020, and finally, a culvert located under the driveway of 51 North Road that was replaced in September of 2020. (The last two projects mentioned were not submitted to the board for approval beforehand)

Additional Items to be covered

• The board has received a complaint from a KHHA homeowner that the sides of the roads have not been mowed by KHHA in the past few years.  The board had chosen to forgo this expense in the last few years due to the fact that the homeowners property line starts at the road, so it was not perceived as an obligation of KHHA.  After discussing the matter with previous board members, and observing our neighbors, we were under the impression that the homeowners generally maintain the road frontage of their property while performing regular yard maintenance.  As board president I would love to hear from the homeowners!  Is this something that we should be prioritizing, and adding back into our yearly budget? 

• Terry Bosworth has asked to take the lead in a “committee for covenant revisions”.  Discussion to include the additional members of this committee, the convents that they would like to revise, and the board’s support for this committee.

Hello Neighbors on Kings Hill!
Those of us on the association board are hoping that all of you will take a moment to vote for representatives to next year's board online.  We also need more participation on the board.  The board will be short three members if no one steps up.  We all have to pay association dues and those dues will need to increase in the future, if we are to maintain our roads.  You should have a say in how your money is spent.

We actually have a good time at our meetings and now with Zoom, it only takes an hour a month.  Please get involved.

Note from KHHA President, Linda Johnson

Dear Homeowners,

In September I sent a letter to all the KHHA members soliciting for four new Board members for the coming year. Unfortunately we did not receive enough responses to fill all of the vacancies. 

The covenants of the Association require a minimum of seven Board members for their governance to be legally binding. Without a full Board the Association can be legally challenged for any business transactions made and the State of Vermont can assume guardianship. The consequences of this are many including being open to lawsuits, loss of local control and most importantly a potential loss of value to your property.

As stated in the September letter no prior experience is necessary and we welcome both new and established community members. It is a great way for the Board to get fresh ideas and for you to meet your neighbors as well as to become very acquainted with the governing documents!  Three current members will continue on the Board and guidance from those leaving will continue to be available.

The time commitment involves a one-year term (may be reelected yearly for a maximum of three consecutive years). The Board meets once a month and for one annual meeting. Additional time is dependent on the Board position you are in.

Our Annual meeting is scheduled for November 4. It would be great to see you there even if you don’t want to be on the Board. Your interest and input is always appreciated.

Trash Collection: Letter to Selectboard

For your information, below is a copy of the letter that was sent to the Westford Selectboard from the KHHA Board on January 8, 2019.

Dear Members of the Westford Selectboard,

The KHHA board held a special meeting on Saturday January 5, 2019 to discuss the recent issues with the garbage collection in our community. Over four of the last nine weeks no trash has been collected on the KHHA roads.

Prior to the meeting we received feedback from the garbage collector, Myers, that our roads were not safe for their trucks due to icy conditions. As a result, we invited our snow plowing contractor, Rich Louko, to the meeting and he provided details on a plan that he worked out with Myers to remedy this problem. Louko has asked, and Myers agreed, that Myers call them if a road is icy and they will send a truck to sand it within 10-20 minutes of the call. He also provided his insights into limitations with Myers ability to pick up trash on our roads as compared to the previous service. He brought up two items in particular, (1) not using tire chains and (2) not going to the top of the hill and picking up the garbage on the way down only.  We suggest the town pass along this feedback to Myers.

We will remind our members that they should call the KHHA road commissioner Andy Diamond if they have concerns with the KHHA roads. 

In addition, on the garbage collection days that the roads cannot be kept clear due to storm conditions, we request that the town provide an alternate collection date, as we have been provided in prior years.

Members of the KHHA board plan to attend the selectboard meeting on January 10. Thank you for putting KHHA trash pickup on the agenda.

Kings Hill Homeowner Association Board Meeting

May 9, 2016 - - Lower Westford Town Office
Called to Order at 7:02 pm

Present: Martha McClintock, Janice Edler, Bob Parker, Kim Maloney, Eric Johnson, Anne Cummings, Ben Saunders

Guests: Lynn Bursell, Linda Johnson, Ann Maloney

Open Forum:  No issues identified to the Board

Presentation from Linda Johnson regarding the Covenant and By-law project of 2012-2013:
Linda presented background details regarding the Association’s governing documents and the recommended changes submitted by attorney Timothy Eustace.

Secretary: Janice read the report from the April meeting.   Motion by Bob, second by Kim, to approve minutes as written; passed 7-0.

Treasurer: Dues Collection - Four members are past due.  Motion by Martha, second by Anne, to accept the Treasurer’s report for March/April as written; passed 7-0.  Treasurer’s report is attached.

Motion by Martha, second by Bob to send out letters to two homeowners stating the board will begin collection proceedings.

Roads: Pigeon Bros. to begin road maintenance work in a few weeks.  A request was made to have Pigeon Bros. assess the removal of old guardrails on North Road and Mountain road.  Motion by Anne, second by Bob.

Trails:   No trees down.  The KHHA board would like to replace the bridge on the red trail and build some puncheons over the wetter areas on the trails.  

Environmental report:  Two Homeowners requested approval for some tree removals.  Both requests were approved.
  
The meeting was adjourned at 9:00 pm.  The next meeting will be on June 13th at 7:00 pm at the lower Westford Town Office.
